Block Boss - puzzle game for all devices

Block Boss has been on my radar for a couple of months.   The object is to shift the tiles around each other and then slide them to the borders to catch the stars.

Not sure about this game. It's a good idea. But I don't understand why I can't make certain moves.

I have not play tested this enough.

    It looks like you can only move one single block if it slides to the border and keeps the rest of the blocks in one piece. So in the first image, the only single block you can move is the bottommost yellow one rightwards.
